ETRMA Calls for Simplified Rules to Support Industry Sustainability

The European Tyre and Rubber Manufacturers’ Association (ETRMA) has issued a new policy paper urging the EU to simplify and align its tyre-related regulations. The group argues that excessive legislative complexity is hindering innovation, sustainability efforts, and global competitiveness in Europe’s tyre manufacturing sector.

A Critical Sector Facing Regulatory Strain

Tyres play a fundamental role in Europe’s mobility, enabling safe, reliable transport and underpinning supply chain operations across sectors. ETRMA highlights the tyre industry's strategic contribution to the EU’s Green Deal goals, particularly in cutting transport emissions through the widespread adoption of low rolling resistance tyres.

The sector is also preparing for new performance demands under Euro 7 regulations, including stringent limits on tyre abrasion and particle emissions. Simultaneously, European manufacturers are accelerating efforts to reduce environmental impacts by shifting to renewable energy, incorporating more recycled materials, and preparing for compliance with the EU Deforestation Regulation.

Rising Costs and Fragmented Policy Burden

Despite these investments, the ETRMA warns that increasing policy fragmentation and unclear legislative frameworks are generating administrative burdens and operational inefficiencies. These regulatory obstacles, coupled with persistently high energy and labour costs, are making it harder for European tyre makers to remain competitive globally.

The association also notes that the current system makes it difficult for companies to recoup investment in sustainable technologies and materials. As a result, the long-term resilience of Europe’s tyre manufacturing base is at risk without regulatory reform.

Industry Seeking a Coherent Framework

The ETRMA is calling for a more coherent and predictable EU regulatory environment—one that balances safety and environmental targets with practical pathways for implementation. It argues that simplification would not only reduce compliance burdens but also accelerate innovation and competitiveness across the sector.
