England Sets April 2027 Date for T8 Tyre Exemption Withdrawal

England’s T8 exemption for mechanically treating end-of-life tyres is scheduled to be withdrawn on 6 April 2027, under government reforms that remain subject to parliamentary approval. Affected operators must apply for a waste environmental permit before that date or stop the activity.

The government’s updated guidance, published on 21 October, distinguishes the regulations’ planned commencement on 6 January 2027 from T8’s withdrawal three months later.

Operators who apply before the April deadline can continue working under their exemption while their application is processed. The timetable therefore requires an application before withdrawal, rather than a permit already having been granted. These reforms apply to England, excluding exemption holders in Wales, Scotland and Northern Ireland.

Which Tyre Operations Are Affected?

The Environment Agency’s T8 guidance covers small-scale treatment of waste tyres for recovery. Permitted methods include baling, shredding, peeling, shaving, granulating and retreading, subject to the exemption’s limits and conditions.

The withdrawal concerns businesses relying on T8 for these activities. It should not be read as a blanket permitting change for every tyre collector, storage business or retailer.

For affected operators, preparation starts with checking their registered exemptions and the activities they cover, then identifying the appropriate permit application. The government guidance also directs businesses to Environment Agency advice.

Tyre News Media previously covered DEFRA’s review of T8. The newly published timetable gives operators specific dates around which to prepare, while parliamentary approval remains outstanding. t
